Accessibility Statement

The Town of Elm City in North Carolina is committed to ensuring that its website and digital services are accessible to all residents and visitors, including individuals with disabilities. The Town provides equal access to online information and services in accordance with Title II of the Americans with Disabilities Act (ADA), which prohibits discrimination in the provision of public services by state and local governments. An accessible site allows visitors with disabilities to browse the site with the same or a similar level of ease and enjoyment as other visitors. This can be achieved with the capabilities of the system on which the site is operating, and through assistive technologies.

 

Accessibility Standards

To support this commitment, the Town’s website is designed to conform with the Web Content Accessibility Guidelines (WCAG) 2.1, Level AA, which is the recognized technical standard referenced by the U.S. Department of Justice for public-sector digital accessibility compliance. These guidelines help ensure that content is:

  • Understandable

  • Robust across assistive technologies

 

Regulatory Alignment & Compliance

The Town recognizes that the U.S. Department of Justice has issued updated rules under ADA Title II establishing WCAG 2.1 Level AA as the applicable technical standard for state and local government digital services. In accordance with these requirements, the Town is working to ensure ongoing compliance in advance of applicable federal deadlines, including the April 26, 2027 compliance date for smaller public entities.

This site's contents have been adapted to work with assistive technologies, such as screen readers and keyboard use. As part of this effort, we have also:​

  • Used the Wix Accessibility Wizard to find and fix potential accessibility issues (score at 100%)

  • Scanned the site's pages using Google Lighthouse for accessibility issues (score at 100%)

  • Set the language of the site to match our Town's language and region 

  • Set the content order of the site’s pages

  • Defined clear heading structures on all of the site’s pages

  • Added alternative text to images

  • Implemented color combinations that meet the required color contrast

  • Removed the use of motion backgrounds on the site

  • Ensured all videos, audio, and files on the site are accessible

  • Linked all clickable images with reader-accessible instructions

  • Confirmed keyboard shortcut user-friendly access to every link on all of the site's pages

 

Ongoing Maintenance

Accessibility is an ongoing responsibility, not a one-time effort, therefore, the Town maintains a continuing review process to support compliance, including:

  • Periodic review of website pages and content

  • Monitoring of navigation, links, and public documents

  • Updates to improve usability with assistive technologies

  • Coordination with website administrators or vendors when issues are identified
